Using RBT SAL Application and IFC Caused The Call Dropped

Customer developd CAP4 RBT by using the OCSC SAL application, and activated the RBT SAL application by using IM-ASF-SAL instance of OCSC. Then set IFC rule to imscfcap4_instance.IMSCFCAP4, after that, they found the call dropped.
The issue can be reproduced with the following steps:
1, Develop CAP4 RBT by using the OCSC SAL application,
2, Active the RBT SAL application by using IM-ASF-SAL instance of OCSC.
3, Set IFC rule to imscfcap4_instance.IMSCFCAP4,
4, Launch a call, the call dropped
