Bills Are Suspended After Upgrading to 7.5 PS 12 (Doc ID 2222207.1)

On Oracle Communications Billing and Revenue Management (BRM), after upgrading to 7.5PS12, when the pin_bill_day utility was run some of the bills were being suspended, i.e. BILLING_STATUS was set to 4 in the BILLINFO_T table for some accounts.

From the next run, those accounts were not getting billed.
