Idea Email Notifications For Ideas Created In The Portal Not Working in Instantis EnterpriseTrack

Symptoms


When creating ideas from the portal, no "Idea Submission" or "Idea Assignment" email notifications, are being sent even though routing has been created.
When creating ideas when logged into Instantis, "Idea Submission" Email notification are being sent when the Idea is created, however if the routing rules are applied by selecting the Department (Division) does not allow the "Idea Assignment" email notification to be sent. This does appropriately assign the owner by the routing rules, but does not engage the email notification to be sent.


STEPS to verify and reproduce

For the Portal:

1. Access the portal through the set up URL
2. Create an idea, with the Department information filled in (as per routing configuration, that should trigger both the "Idea Submission" or "Idea Assignment" email notifications.
3. Open the UI - the idea gets created, but no email notifications are sent.

(NOTE: If Feature Setting "Idea Submitted by" is enabled AND the submitted by email field is populated. the "Idea Submission" email notification works, however the "Idea Assignment" email notification, does not work, but the routing is conducted, and the owner is accurately assigned.)

 
For the User Interface of Instantis EnterpriseTrack:

1. Access the account with a user who has the ability to create an idea, and route an idea.
2. Create an idea, with the Department information filled in (as per routing configuration, that should trigger both the "Idea Submission" or "Idea Assignment" email notifications.
3. The idea is created and routed, the "Idea Submission" email notification is sent, and the owner is assigned.
-- The "Idea Assignment" email notification is not generated, based on the routing information (IF the Owner is manually changed during the creation process, the email is generated)

NOTE: If the owner is already assigned, and is correct, you cannot generate the "Idea Assignment" email notification to function WITHOUT changing and saving the idea the Owner, which does generate the email notification. This would generate an email to the wrong owner, at which time another email would need to be generated by changing the owner again to be the correct one.)
