BRM Uses Cancelled Product to Rate Usage Created After the Cancellation

Symptoms
Both product A and product B are picked up as "Qualified products", even though product A was purchased as "Inactive". Due to this, BRM intermittently picks Product A or Product B for rating.
ACTUAL BEHAVIOR

BRM is intermittently using either product A or product B to rate the usage.
EXPECTED BEHAVIOR
----------------------------------
The usage should be rated using product B.
STEPS
-----------------------
On Day1:
- cancelled product A on a service
- set service to inactive
- purchased product B as INACTIVE on the same service
- purchased product C as ACTIVE on the same service
- moved 2 days
On Day3:
- loaded usages in the same service
