Change Parent Fails if New Parent's Child Task Is Locked by Other User

Symptoms
Change Parent fails if new parent's child task is locked by other user with below error:
Error
<Username> has explicitly locked the object <Child Task Name> for update. Please try again after the lock is released by <Username> or by unlocking <Child Task Name>
Steps to Reproduce
- Login to Web Client, and Create New -> Projects -> New, fill in below and create a new Phase:
Type: Phase
Name: Parent
Description: Parent - Do Create New -> Projects -> New, fill in below and add a new Task:
Type: Task
Name: Brother
Description: Brother - On Task(Brother), perform Actions -> Change Parent
- On New Parent, set Phase(Parent).
Now 'Parent' and 'Brother' will have parent-child relationship below:、
Parent
┗ Brother - Create New -> Projects -> New, fill in below and create a new Task:
Type: Task
Name: Myself
Description: Myself - Open Task(Brother), and Lock
- Open Task(Myself), and perform Actions -> Change Parent
- On New Parent, set Phase(Parent)
- Gets below error:
<Username> has explicitly locked the object Brother for update. Please try again after the lock is released by <Username> or by unlocking Brother
