IIS Setting For Attachments Pop-up To Be UTF-8 (Doc ID 2224540.1)

Goal

On the Additional Information tab, when a user clicks on the icon for an attachment, the attachment opens in a new window.
If the attachment is a .txt file, the document is opened using the Encoding format "Western European".

Is it possible to configure Argus, so that the default format to open .txt files will be Unicode (UTF-8)?
