Powerflow Scaling Factor Text is Visible in Viewer Even When Powerflow is not Licensed

Even when Power Flow is not licensed, the Power Flow Scale Factor text is still visible in the viewer.
If the menu option is configured out (to hide the text), this error appears in the log:
INFO com.splwg.oms.jbot.DataManager: Component Search: Object [$MNU_PF_OPTIONS] not found in tool [com.splwg.oms.client.viewer.Viewer1]. Switching to global search. This may be the result of a configuration bug.
The issue can be reproduced at will with the following steps:
1. On a system that does not have power-flow configured, bring up the viewer.
2. Load google road maps for the background.
3. Observe the PF scaling text option
