Goal

The client is using the CycleProcessBehavior business rule with the Halt setting equal to Any for a plan level activity.
This stops cycle from processing additional transactions on the plan but cycle does not indicate that an error occurred.
Halt should not obfuscate the fact that a system or business error caused the halting action and cycle should report the underlying condition.
Expect an indicator that cycle failed to complete processing due to the incurred error.
