"refresh mta" Does Nothing (Doc ID 2226210.1)

Need clarification of how the refresh command works.  Specifically, the refresh mta command, in that it appears to do nothing.

Q1:  There is the possibility that a bug exists in the "refresh" command because it sends SIGHUP to dispatcher and job_controller just like it does for all the others.  That does not actually do anything, does it?
So (unless something was missed in the doc, which is entirely possible) this could create confusion thinking that "refresh" or "refresh mta", "refresh dispatcher", "refresh job_controller" cause some action for the MTA component.

Q2:  The only way to get the MTA component to do its equivalent of "refresh" is "imsimta reload"-- is that correct?
