On : Oracle Utilities Customer Care and Billing (CCB) 2.5.0.2.0 version

Getting eXtensible Stylesheet Language (XSL) factor null error when CCB 2.5 application is installed with Native weblogic setup

After installing CCB 2.5.0.2 with native weblogic setup , On frontend getting XSL factor null error .

Could not create XSL factor:'null'


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
After installation of CCB 2.5 SP2 Native installation user got the "Could not create XSL factor:'null' " error while login.
