GRC 8.6.5.x : GRC Deployment failed (Doc ID 2226633.1)

Symptoms

On : 8.6.5 version, Application Access Contr. Gov.

When attempting to deploy GRC 8.6.5. fresh install
the following error occurs.

ERROR

weblogic.application.ModuleException: java.lang.ClassNotFoundException: org.springframework.web.SpringServletContainerInitializer
       at weblogic.application.internal.ExtensibleModuleWrapper.start(ExtensibleModuleWrapper.java:140)
       at weblogic.application.internal.flow.ModuleListenerInvoker.start(ModuleListenerInvoker.java:124)
       at weblogic.application.internal.flow.ModuleStateDriver$3.next(ModuleStateDriver.java:233)
       at weblogic.application.internal.flow.ModuleStateDriver$3.next(ModuleStateDriver.java:228)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install 11.2.0.4 Database
2. Install Weblogic 12.1.2
3. Install ADR 12.1.2
4. Configure RCU 12.1.2
5. Configure Weblogic Domain 12.1.2
6. Unzip the download and
7. Deploy grc. :

--> Install Application Assistant pane, press Save, then Activate Changes.
--> On the Deployments screen, the state of the grc865 application will be Prepared.
--> Select the grc865 application. Click Start, select Servicing all requests,
--> click Yes on Start Application Assistant, and wait until the application status changes to Active
