BRM Pipelines Become Inactive After Setting StoreLimit and BufferLimit

BRM Pipelines become inactive after setting StoreLimit and BufferLimit. Pipeline process logs an error "ERR_BULKINSERTION_FAILED" on ifw_duplicatecheck_XX where XX ranges from 01 to 10.
It also throws an error during registry update - 'Error occurred during command processing: update objects failed; please check system consistency and start pipelines manually.'
One has to kill and then restart Pipelines manually.
What is the cause and how to resolve this issue permanently?
