On : 7.5.0.11.0 version, Core Billing
ACTUAL BEHAVIOR

It took around 15-20 minutes to bill a single billinfo where there were more than 5000 services associated.
EXPECTED BEHAVIOR

The issue can be reproduced at will with the following steps:
1. Create a account with single billinfo where there are more than 5000 services associated
2. Run billing pin_bill_accts
