Item And Category Trees Extremely Slow In IE11

When editing a manual portfolio and clicking "Add...", navigating the portfolio tree is extremely slow in IE11 when a large number (roughly several hundred or more) of items are exposed.
All actions, including scrolling, clicking on an item, and multi-selecting respond extremely slowly - typically 10-30 seconds for the system to respond.
Similar behavior is seen when attempting to add a category to a scorecard, tab, table, etc.
With about 8,000 items/portfolios and well over 30,000 categories, it is common to need to navigate trees with large numbers of items and/or categories.
This behavior is accompanied by IE maxing CPU usage (one processor) on the client.
Chrome does not exhibit this issue.
Even when opening the large portfolios (containing 7,800 individual items), there is no noticeable lag when navigating - just a small wait (under 5 seconds) when first opening the node.
Also, this behavior does not occur with IE in existing OPPM 15.1 implementation, suggesting the issue is specific to 16.1 and IE.
Performance should be better in IE11
The issue has the following business impact:
Due to this issue, users cannot edit large manual portfolios in IE11.
