ECE RatedEventFormatter Does Not Retry To Connect To NoSQL When NoSQL Is Not Available

ECE RatedEventFormatter does not retry to connect to NoSQL when NoSQL is not available.
* During high-availability (HA) tests, it was noticed that RatedEventFormatter DOES retry to connect to NoSQL at startup, while NoSQL database is not available. But it tries to connect only once and stops if it does not succeed.
* There is no such parameter in the documentation and in the configuration files to specify a number of retries.
* The workaround is to restart REF later when the NoSQL database is up and running.
Can this be considered as an enhancement request such that REF retries until NoSql database is up.
