11.2.0 Developer Studio Error: Cannot Open File EStudioHelp.chm When Accessing Online Help

When launching the online-help from Developer Studio 11.2.0, the following error is received:
The C:\Endeca\DeveloperStudio\11.2.0\help\basic\EStudioHelp.chm file also gives the same error when attempted to be accessed manually.
