Routing Sync Queue Sending Timeout Error at Framework Startup

After upgrading from BRM7.5 PS6 to PS15, the user encountered the following error at router Pipeline framework startup, hence the pipeline could not start:
Note that the queue is started, with enqueue and dequeue enabled.
