RMS Reports Do Not Recognize Date when Entered In Russian (Doc ID 2228928.1)

Symptoms

RMS reports do not recognize start date when entered in Russian and no data is displayed.


Steps to Reproduce :

1. Attempt to open any report that needs date range.
2. Notice that the report is not generated when Russian language is used.
3. However the report is generated when English is used.
