Error removing new phone number in OUCSS (Doc ID 2229295.1)

In OUCSS, when user clicks on the Add New Phone Number button under Personal Information, OUCSS creates a new blank row to key in phone information. When the user tries to click the Remove button on the empty row, OUCSS is throwing an error that the phone type/phone number values are required before the empty row can be deleted.

So, if users accidentally click on the Add New Phone Number button (whether they intended to or not), they will have to add a new phone number before they can delete it.
