Why does the RMS (Retail Merchandising System) Schema installer fail at the same point repeatedly?

After dropping the schema owner and schema users, and re-running the installer, it keeps failing at the same point after only 1 minute of running.
The installer first checks for wallet credentials for various users, then directly fails the same point without creating the objects required before that failing point.
