Error Creating Attributes with New Non-System Attributes Type (Doc ID 2230292.1)

Symptoms

When newly created non-system attribute_type is used to create attributes in listed scenarios, the following error occurs:

 

Steps to Reproduce:

Scenario 1:
1. Create a new attribute type using the Attribute Type Editor.
2. Navigate to the attributes screen from the attribute type editor, clicking on attributes button.
3. Screen is opened with no data found for this newly created attribute type.
4. Click Create record.
5. Enter the attribute, description and the attribute type just created. Notice the error: 'You must enter a value type'.

Scenario 2:
1. Create a new attribute type using the Attribute Type Editor.
2. Navigate to the attributes screen from the attribute type editor, clicking on attributes button.
3. Screen is opened with no data found for this newly created attribute type.
4. Click Create record. Create multiple attributes (say, 4).
5. Delete one of them.
6. Try to create a new attribute in same session.
6. Enter the attribute, description and the attribute type just created. Notice the error: 'You must enter a value type'.

Scenario 3:
1. Create a new attribute type using the Attribute Type Editor.
2. Exit the attribute type editor, Attribute type is saved.  
3. Navigate to the Attribute Editor from the menu.
4. Click Create Record
5. Enter Attribute, description.
6. Choose the new attribute type just created (in step#1).
7. Try to leave the attribute type field to complete the creation. Notice the error: 'You must enter a value type'.
