Symptoms

In Oracle Financial Services Analytical Applications (OFSAA) 8.0, after creating new users, when you login as "sysauth" and go to the Identity Management > User Authorization screen to approve the users, no users are listed.  Instead, ERROR is listed in the User ID column:

You do have users that require authorization and you cannot see them on the screen.
