Oracle Utilities Meter Data Management version 2.1.0.3, the Value (1 000) for field Sequence is too large. The maximum precision is 3.

There is a restriction in number of rows of D1_USAGE_SCALAR_DTL table. An error is generated when trying to calculate a big industrial customer and the system can`t save the usage transaction. For example, if 4 values are generated per Measuring Component and we have one per SP and 334+ SPs on a single bill, we would run into this issue.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a US with lots of SPs in this case 335
2. Create Usage Rules such that 4 values are generated to Usage Scalar Details for each SP.
3. Attempt to calculate a Usage Transaction - because over 999 Usage Scalar Detail lines are generated, the UT will fail with above error
