SaveStepsCommand Causes Errors When Used With Instructed Steps (Doc ID 2232657.1)

On : version, Web Switching

When using the SaveStepsCommand on an Instructed step, this error appears in the log:

2016-07-27 06:17:38,413 [pool-2-thread-1] ERROR STEPS:
com.splwg.oms.fcp.switching.SwmanSheetHelper.saveSteps( : WSW-5013 - Save of step view data failed for switch sheet with handle
3109.1013. An attempt to save the entire sheet will now be made.
javax.persistence.PersistenceException: Exception [EclipseLink-4002] (Eclipse
Persistence Services - 2.3.1.v20111018-r10243):
Internal Exception: java.sql.SQLIntegrityConstraintViolationException:
ORA-01400: cannot insert NULL into ("<DATABASE NAME>"."SWMAN_STEP"."SEQ_SHEET_ID")

The issue can be reproduced at will with the following steps:
1. Create a switch plan.
2. Record a Control tool action with "Instruct" in its name.
3. Attempt to save the sheet.
