'Error setting protection' error when running Data Extract in 'Full' mode (after upgrade from 4.5 to 5.1) (Doc ID 2233025.1)

Symptoms

The following error occurs when running Data Extract in FULL mode (after upgrading from 4.5 to 5.1) :

Create view texts invoked with sid 250704 study <STUDY>, mode FULL vb enabled? Y
Invoking create_db_view_textscreate_db_view_texts invoked with

Create VB View texts succeeded
