Symptoms

On ISS 1.0.5.25.0, seeing a high rate of dropped/ignored change flag events, indicating stress in ISS.
This is a new system, where new users are being provisioned onto it, but we are also using rehostuser to move large users from other older systems, to balance the disk space usage. The server is taking forever to catch up with rehostuser activity.

 Rehosting users to balance disk usage and provisioning new users.
