User Defined Dimension (UDD) and ASAP Commit Takes a Very Long Time

The error "Cannot obtain a read lock on database '/u01/aip/rpas/domain/AIP/data/hmaint.db.lck', 194. Another process has the database locked." occurs when a user performs User Defined Dimension (UDD) and commits under ASAP queue. This is because the UDD commit is taking an excessively long time.
