Closing "Select Safety Type" Dialog without Choosing an Option Creates Safety Document

Closing the "Select safety type" dialog without choosing an option creates safety document that is associated to the switch plan.
If steps were recorded on the switch sheet (example Open Device and close device)
selecting step 1 (Open Device) from the switch sheet and clicking the "Create Safety Document for Selected Steps", Closing the "Select Safety Dialog" without selecting a safety Document also creates a safety document unexpectedly.
Expect that the dialog box closes successfully without creating safety document.
How To Reproduce:
1. Create a new Planned switch sheet
2. Navigate to the steps tab and select the "Displays the Create Safety Document popup menu" -> "Select Safety Type Dialog..."
3. The Select Safety Type Dialog is displayed.
4. Click on the CANCEL button or the X (Close) button of the dialog box without selecting any safety document Type.
