'321300: Submit failed' error when trying to run reports / DCI Form Generation fails with '-0:' error (after upgrade to JDK 6).

Symptoms
1) Unable to run reports / generate DCI Forms after applying a 4.6.6 patch (eg 4.6.6.4) which includes the JDK 6 upgrade to the AS10gR2 '10.1.2.3' home i.e.
- Oracle Clinical Reports fail with the '321300: Submit failed' error :
- DCI Form generation fails with the '-0:' error :

The Reports Server is up and running / reports from RDC Onsite work ok.

A Forms Runtime Diagnostics (FRD) trace shows the issue is happening when executing the 'RUN_REPORT_OBJECT' call i.e.
Normally the RUN_REPORT_OBJECT will return something like the following : Out Argument 0 - Type: String Value: repden01eor_100
Changes
Applied the 4.6.6.4 patch which includes the 'JDK6 update 65' upgrade to the AS10gR2 home.
