NIL Batch Deadlock Issue After Recent Patches

Getting a deadlock issue in the NewItemLocBatch (NIL) after applying some recent patches including:
Deadlock occurred during volume testing.
Instructions to Re-create:
1. Login to RMS application
2. Create few parent items having diffs
3. Range it to different locations
4. Run NIL batch
Notice that NIL batch is taking long time to process.
It is been observed that deadlock issue with NIL batch was occurring after applying the recent patches.
