Application Startup Fails With Error After Initial Install (Doc ID 2235488.1)

Symptoms

On : 2.5.0.2.0 version, IP - Installation Upgrade Proc, development

Application startup after initial install fails with the following error:

ERROR
-----------------------
1. weblogic.management.provider.internal.RuntimeAccessImpl$ParseException: [Management:141266]Parsing failure in config.xml: java.lang.IllegalArgumentException: The provider Provider already exists.
2. java.lang.IllegalStateException: Unable to perform operation: create on weblogic.management.provider.internal.RuntimeAccessImpl
3. java.lang.IllegalStateException: Unable to perform operation: post construct on weblogic.management.provider.internal.RuntimeAccessService
4. java.lang.IllegalArgumentException: While attempting to resolve the dependencies of weblogic.t3.srvr.FinalThreadLocalService errors were found
5. java.lang.IllegalStateException: Unable to perform operation: resolve on weblogic.t3.srvr.FinalThreadLocalService

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install the application following http://docs.oracle.com/cd/E75711_01/PDF/CCB_Installation_Guide_v2_5_0_2.pdf
2. Run spl.sh start
3.The application fails to start and the reported error occurs in the weblogic log

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
The customer is trying to enter into a new country and they are developing a new CCB env for this market. They have planned to start development starting 20th February and if they cannot install the environment by that time then each hour the developers are not working has financial impact.
By the end of March they need a working environment to present to the business team.
