When attempting to use Update Progress from the Tools menu, the following error occurs:

You do not have security privileges to update progress.

The issue can be reproduced at will with the following steps:
1. Login to P6 Professional.
2. Open a Project.
3. From the Tools menu, select Update Progress.
4. Observe error.

The issue has the following business impact:
Due to this issue, users cannot use Update Progress option without receiving the message.
