Unconstrained Plan With Item Simulation Set Shows Some Items Pegging Partial Supplies To Meet Demand And All Other Supplies Pegging to Excess (Doc ID 2236094.1)

On : 12.1.3 version, Memory Based Planner in PROD:

Users are on 12.1.3 and have applied VCP Patch 17350769 - using 64 bit linux mbp and 32 bit snapshot - Using MSONWL64.ppc 120.3.12010000.423 from one off patch 19554389. Users are running an unconstrained plan. They are finding an item/organization problem where a lot of firm planned orders are all pegging to excess, a lone wip job with NOT enough qty is the only supply pegging to a sales order, and the balance of the demand for the sales order goes unmet. Example

Item = 1018356
Org = WC:MIL

Sales Order for for qty = -1,354.3 lbs only pegs to a Work order/WIP job qty = 429.1 lbs. No further supply pegs to the sales order even though there are six firm planned orders for 250 lbs each all pegged to excess. Hence qty = 925.2 lbs of demand is not fulfilled even though there are firm planned orders which could satisfy same.

Expect the firm planned orders for supply to peg to the sales order demand to fulfill it completely

The issue can be reproduced at will with the following steps:
1. Run unconstrained ASCP plan
2. Review workbench supply demand
3. Find an item where demand is not being satisfied by supply even though the supply exists
