Sales Order Not Consuming Current Month's Fcst When Request Date Falls On First Day Of Fcst (Doc ID 2236666.1)

PROBLEM
-------------
Sales order's request date falls on the first date of the forecast publish month, which is on Sunday a non-working day.
Ex. Start date of fcst is 1/1/2017 and end date is 1/28/2017. If the sales order's request date is 01/01/2017 that sales
order does not get consumed in the new month it remains unconsumed even when there is plenty of available forecast
in the month. It puts the Suggested due date to be on the last working day of the previous month.

Sales orders are not consuming forecast at all, neither of current month or past month. It remains unconsumed.

Cannot have backward and forward consumption days set as we are going by consumption bucket, which is what the
denorm table gives, the start date and end date

STEPS

Run ECC plan.
