Creating bill by Billing Batch When Billing Period Is Same As Or Less Than Minimum Offset Days (Doc ID 2236735.1)

Batch billing process related to Frequency:
The business requirement that the bill can be created for only one day;
However, it cannot be created by the billing batch when the billing period is less than the days which are set as the minimum offset days in Frequency.

For example, when the billing period was 6 and the minimum offset days were 5, the bill was successfully created by the billing batch; however, if the billing period was 5, the bill wasn't.
