BI Publisher Prompting For Username / Password When Viewing Bill (Doc ID 2237356.1)

Upon clicking view Bill in CC&B - or any other reports connected to BI Publisher - the login screen for BI Publisher is prompting for username/password. 

In a CCB environment that is integrated to BI Publisher, if the user clicks the Display Bill or Display Letter for the first time in the CCB session a BIP login screen appears on the pop-up window.
This happens even after setting up the Reporting Engine Username and Password in the Reporting Options admin page.
It seems that these options are not used when generating the BI Publisher URL for the report and launching it on a pop-up window.
