Able to Use Keyboard Short Cuts When Buttons are Disabled

Users are able to use short cuts when buttons are disabled
I ran into an issue where I was able to paste steps in a template switch plan even though the Paste buttons were disabled. This was through using CTRL-C and CTRL-V.
If the icons to do certain actions are disabled, the associated keyboard shortcut should also be prevented.
