User Cannot Update Resource Access for Their Own Account (Doc ID 2238020.1)

Users are unable to update 'Resource Access' for their respective User entries, but could update all other Users.

Field should be editable across Users when necessary privilege (Add/Edit/Delete User) is set.

The issue can be reproduced at will with the following steps:
1. Login to Primavera & navigate to Administer > User Administration
2. Try updating Resource Access for some other User (works fine)
3. Try updating Resource Access for self (this is read –only) [Note: other fields – like security profile, Module access – can be edited for self]

The issue has the following business impact:
Due to this issue, irrespective of privilege, Resource Access for self cannot be updated by Users.
