Allocation Lock Does Not Work - Two Users Can Open And Approve The Same Allocation (Doc ID 2238309.1)

Problem Description

The allocation lock does not work.  Two users can open and Approve the same allocation.

Steps to Recreate
1. Login to allocation.
2. Open a new browser and login with another user.
3. Go back to first browser and open an allocation.
4. Go to second browser and open the same allocation.  The second user should not be able to open the same allocation.
