Reconstruct Should Always Recover Partially Delivered Messages (Doc ID 2238368.1)

Symptoms

Current behavior: When reconstruct is run on a user's mailbox with a new injected message filename (which was already delivered before), the "partial delivery detected" message appears only in the default log and no error or warning is seen in the stdout/stderr.

Also the reconstruct does not reconstruct the mailbox after the error is detected.
