Loading Providers, Diagnoses and Procedures Hangs for Hours

When files are loaded for Providers, Diagnoses, and Procedures, the process should finish in minutes, but is still not finished after several hours.
The only workaround is to restart the services, which causes the activity to be released, and the problem subsides.
The issue can be reproduced at will with the following steps:
1) Create a datafile set
2) Add data to the datafile set
3) Create a activity to load providers/procedures/diagnoses with the datafile set created in the previous step.
