Why is the Target Item Selection Order Not Important Among the Eligible Target Items For the Discount Rule : Buy N of X get Y at a specified amount (Z) off? (Doc ID 2238747.1)

Goal

Why is the discount applied for the "AMT. off" on targets not in the same manner (i.e discount applied on the highest priced target items) as that of using "% off" on targets?

Steps to reproduce:
1. Login to BO
2. Create a discount rule : Buy N of X get Y at a specified amount (Z) off
      Source: 80020002 ($12.99) , 40060006 ($12.99) [ All Sources] 
      Target: 42 ($7.99), 80040004($8.99), 40020002($6.99) [Any 2 Targets]
      Amount Off : $4
      Distribution : Target

3. Once the rule is active, Scan all the five Items.
4. Notice that the discount gets applied on the target items 80040004 ($8.99), 40020002 ($6.99) whereas for the rule: Buy N of X get Y at Z% off , discount gets applied on the highest priced target items.
