Symptoms

On Oracle Communications Billing and Revenue Management (BRM), 7.5.0.16.0 Version,

The below problem is observed where the prepaid accounts would not get blocked despite they have no more money (resource 978) and are using services abroad (roaming).

Steps to reproduce:
1. Pick a pricing plan with realtime session event charging.
2. Adjust account to have 0.10€.
3. Generate auth request for roaming event (customer gets charged and receives authorization for only 37 seconds - correct).
4. Generate reauth request for roaming event (reauth is successful, quota 87 seconds is received - WRONG, reauth should fail).
