No Numbers Are Displayed in the Application Settings Page in P6 (Doc ID 2239126.1)

Symptoms

The Application Settings "Audit" page is blank, all number fields are blank in other Application Settings pages, and the following errors are displayed in the P6WebAccess.html log file:

ERROR /rest/settings/values/application?_=1487923305628 com.primavera.infr.srvcs.NextKeyServiceImpl - Next key limit reached for column settings_setting_id. Please contact administrator for record maintenance

ERROR /rest/settings/values/application?_=1487923305628 com.primavera.infr.srvcs.NextKeyServiceImpl - An attempt to fetch a new NextKey for settings_setting_id failed.

ERROR com.primavera.rest.dao.admin.ApplicationSettingsDAOImpl - @#$%/rest/settings/values/application?_=1487923305628
com.primavera.PhoenixException: Unable to load the value of the flag Enabled of audit
