Loadpricelist is Overwriting the Existing Balance Impacts from rate_bal_impacts_t Table (Doc ID 2239231.1)

Symptoms

The problem is that loadpricelist is overwriting the existing balance impacts from rate_bal_impacts_t database table instead of adding new balance impacts entry.

Steps to reproduce:

1. Export the price plan as an XML (Extensible Markup Language) file from the Pricing Center
2. Modify the Name of the impact category from the XML file (let's call it file_name.xml), in my scenario I have modified the "default" value with "Premium".
3. Verify the entry from the rate_bal_impacts_t before loading the modified file_name.xml:
