Symptoms

On : 8.6.5 version, Install, Migration, Upgrade

When attempting to perform GRC Installation
the following error occurs.

ERROR

 "An error occurred during database upgrade verification".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. "Completing the Installation" on p. 17 of the 8.6.6 installation guide.
2. Restart the Weblogic

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot login to the application or complete the installation
