MPS/MRP Plan Horizon Date Is Not Honored - Anchor Date In MRP Parameters Changes To 8 Months In Future Following Request Set Run (Doc ID 2240007.1)

Symptoms

On : 12.1.1 version Memory Based Planner in PROD

Users run MPS and MRP Plans. Users are finding they are missing forecast data beyond 8 months (Current anchor date in Jan 2017 - Plan Horizon Showing Oct 2017) even though they run the plans with profile option MRP:Cutoff Date Offset Months = 13 (means the plan horizon should include data out to 13 months in the future during the plan run - in this example data should show out through Feb 2018). The plans run at night as part of a request set. They found if a user runs the MPS or MRP plan manually, this problem does not occur.  They also note that even if they set the Anchor Date Parameter in Each Planning Organization to current sysdate, after the request set runs at night, the Anchor Date moves 8 months out similar to the plan horizon.

It should be noted that the Mfg calendars for all organizations was built 5+ years into the future.  Also MRP Workbench preferences were reviewed and did show 13 months into the future so this was not the problem

STEPS

The issue can be reproduced at will with the following steps:
1. Launch MPS/MRP plan as part of a request set on a nightly basis
2. Review workbench output and find only 8 months of forecast shows up in plan output
3. Run the MPS/MRP plan manually and 13 months of forecast shows up in plan output
