NMS - Oracle Network Management System

If a user logs out of Windows without first logging out of Web Workspace, the system does not release any switch sheet locks they might have had.

The system should be able to gracefully shutdown when a user is logging out of windows.

The issue can be reproduced at will with the following steps:
1. Log in to web workspace with webswitching.
2. Open a switch sheet and edit it.
3. Save your changes.
4. Log directly out of WINDOWS. (do not log out of webworkspace)
5. Have another user open that switch plan.
The original user still has the lock
