Update All Shells Job Finishes, but Only a Few Shells Are Updated

Symptoms
1) A few Shell Templates have been created which have multiple Groups and Users.
When Update Shells > All Shells is triggered the job finishes, but only a few shells are updated.
When Update Shells > History is checked we found some error messages against particular users/groups, however when the job is triggered against the user/group that failed the job finishes successfully.
The below error can be found in the logs:Exception while pushing the users to all the projects in batch=7 ORA-04036: PGA memory used by the instance exceeds PGA_AGGREGATE_LIMIT'
2) The Submit Date showed, but Start Date/End Date/Status are all blank. Users may facing this issue frequently in monthly basis. Once user renew the DB locks and restart the server, the issue is getting resolved. But it will be a problem again about 15 days later.
See the following error:
Company Workspace->Templates->Shells-> Projects-> PROJECT TEMPLATE->Setup->Business Processes->the problem BP->Update Projects/Shells : History, there is no Start Date , no End Data, and no Status.
