Batches are not starting up due to NullPointerException thrown from Statistics Helper (Doc ID 2240992.1)

Mobile Workforce Management (MWM) batch jobs are not restarting.

The following error was observed in the logs:

- 201X-03-06 07:32:31,221 [SchedulerDaemon] ERROR
(support.batch.TimerBatchJobSchedulerIteration) Unable to determine status of last run for timer batch job 'M1-ATMTR' because no BatchJobQueue instance
